Oakley Carlson is an 8-year-old girl who has been missing from Oakville, Washington, since February 10, 2021. She disappeared while in the care of her biological parents, Jordan Bowers and Andrew Carlson. Oakley has brown hair, brown eyes, stands about 3 feet tall, and weighs approximately 50 pounds.
A $100,000 reward is currently being offered for information that leads to Oakley’s whereabouts.

WE NEED YOUR HELP
For more than two years, Light The Way Missing Persons Advocacy Project organized a weekly phone call and email campaign to then-Governor Inslee, urging him to order an immediate secondary independent review of missing child Oakley Carlson’s Washington State Department of Children, Youth, and Families (WA DCYF) case. In response, Governor Inslee stated:
“The Office of the Family and Children’s Ombuds (OFCO) found that DCYF’s conduct and actions were consistent with court orders, state and federal laws, and agency policies. My office has a high degree of confidence in both the thoroughness and impartiality of the OFCO’s investigation and finding regarding DCYF’s conduct and its service delivery to Oakley and her family.”
This response felt dismissive of the serious concerns raised by Oakley’s supporters, particularly regarding Patrick Dowd’s lack of transparency when interviewing Oakley’s foster mother, Jamie Jo Hiles, and the verified timeline that shows WA DCYF’s disregard for multiple warnings to social worker Angela Fries about Oakley’s safety.
The facts are clear: WA DCYF failed Oakley Carlson. We have created a petition urging Governor Ferguson to conduct an immediate secondary independent agency review of Oakley’s case.

February 10, 2025
February 10 marked four years since Oakley Carlson’s last credible sighting. According to law enforcement, Oakley was last seen by someone associated with her family, and since that date in 2021, there have been no confirmed sightings of her. Her case remains an open and active investigation.
Both of Oakley’s biological parents, Jordan Bowers and Andrew Carlson, remain suspects in her disappearance but continue to refuse to cooperate.
To mark this difficult anniversary, the Hiles family expressed their frustrations directly to Governor Bob Ferguson by placing an ad in The Olympian newspaper. The ad read:
“It's Your Turn To Do The Right Thing, Bob. Protect The Children Of Washington. When Bob Ferguson was AG, he said only the Governor could act in Oakley Carlson's case—now is the chance to stand by his words. Her life mattered.”

"Oakley Carlson was reported missing on 12/06/21, and the last credible sighting of Oakley was on 02/10/21. Since that time, the Grays Harbor County Sheriff's Office with the assistance of numerous law enforcement agencies and the National Center for Missing and Exploited Children (NCMEC) have continued to investigate this case and search for Oakley.
Due to the circumstances surrounding her disappearance, a recent photo of Oakley was difficult to obtain at the time of her disappearance. The picture originally used at that time was of Oakley on about her 3rd birthday, two years prior to her being reported missing.
